Capabilities/moodle/tag:flag
From Learnit docs
- This allows a user to flag a tag as inappropriate
- The default authenticated user role has this capability set to allow
- This capability may only be applied in the system context i.e. as a system role
- Only user with capability moodle/tag:manage can reset the flag or remove the tag
