Allows accessing to controls and screens for updating and adding project requirements. Not giving such capability to students will give teacher authority to define the project requirement set.
Legacy roles settings
Changing requirements is allowed as default for the whole site. Prohibiting or preventing such capability, for a given module within a given course is a local decision of the teacher/project manager.
