Capabilities/moodle/backup:backuptargetimport

• This allows a user to backup a course ready for importing into another course
• Together with the capability moodle/restore:restoretargetimport, this allows a user to duplicate an activity or resource using the x2 icon on the course page (when editing is turned on)
• This capability is allowed for the default roles of manager and teacher
